Every jointly owned building and community in Dubai depends on the shared spaces at its centre being managed well the lobbies, lifts, pools, car parks, facades and building systems that no single owner can run alone. That work is Owners Association management. Done properly, it keeps a community safe and well maintained, keeps its finances transparent and keeps it aligned with Dubai’s regulatory framework.

At One Community Management (OneCM), we work with owners and their communities to handle these responsibilities and keep operations organised, compliant and financially accountable. Our focus sits squarely on the shared interests of property owners and the proper management of common areas and community assets.

What Is Owners Association Management?

Owners Association management is the professional management of a jointly owned property on behalf of its owners: the common areas, shared facilities, finances and governance that require coordinated oversight. It covers administrative, financial, operational and governance responsibilities, and it calls for close coordination between owners, residents, contractors, developers, service providers and the relevant authorities.

It helps to understand how Dubai structures this today. Under Law No. 6 of 2019 Concerning Ownership of Jointly Owned Real Property, which replaced the earlier Law No. 27 of 2007, the day-to-day management of a jointly owned property is carried out by a management company regulated and appointed under RERA, while owners are represented through an Owners Committee. Service charges are collected and held through the Mollak system administered by the Dubai Land Department. “Owners Association management” remains the term the market uses for this service, and it is the framework within which OneCM operates.

Managing Administration and Governance

Sound administration is the foundation of a well-run community. A jointly owned property needs accurate records, current governance documents, properly held meetings, recorded resolutions and timely regulatory filings to stay organised.

OneCM supports communities across each of these requirements: RERA-related registration and coordination, governance documentation, Owners Committee support, and the ongoing filings that keep a community in good standing. We also handle the day-to-day administration and the records that keep operations running smoothly.

Financial and Service Charge Management

Financial management is among the most important responsibilities in any community. Service charges collected from owners fund the operation, maintenance and upkeep of common areas and facilities, so accuracy and transparency are non-negotiable.

We support annual budget preparation, service charge invoicing and collection, financial reporting and Mollak administration. We also handle reserve fund planning, variance analysis and year-end audit coordination, in line with the service charge budget approval process set by RERA.

Clear reporting gives owners a real understanding of how community funds are used, and it helps the community plan with confidence for upcoming operational and maintenance needs.

Facilities and Vendor Management

Common areas need consistent attention to remain safe, functional and properly maintained. That span building systems, shared facilities, landscaping and other community assets.

OneCM coordinates planned preventive maintenance and reactive repairs and manages contractor tendering, appointment and performance. We work closely with service providers to monitor quality and make sure agreed standards are met.

The goal is simple and measurable keep common areas and facilities properly maintained while managing service providers responsibly and cost effectively.

Supporting Owners, Residents and Community Communication

Community management is also about people. Owners and residents will have questions about service charges, maintenance, community rules, facilities and other matters that affect their property and daily life.

We manage requests, resident feedback and community communication through clear and responsive channels. When owners and residents stay well informed, concerns are resolved faster and trust between the community and its management grows

RERA, DLD and Mollak Compliance

Dubai’s jointly owned property sector operates within a defined regulatory framework, so compliance needs continuous attention rather than a once-a-year effort. Communities must meet the requirements set by RERA and the Dubai Land Department and maintain accurate records and reporting throughout the year.

OneCM manages RERA, DLD and Mollak compliance end to end: authority coordination, service charge budget approvals, audits and statutory reporting. We keep each community’s administrative and operational processes aligned with current requirements under Law No. 6 of 2019, so owners are never exposed to avoidable regulatory risk.

Handover, Defects and Legal Support

A community’s needs often begin before residents move in. Management responsibilities can extend into property handover and defect management, including inspecting common areas, coordinating snagging and managing issues through the defect liability period.

OneCM also supports communities with disputes, governing documents, bylaws and governance matters. Sound documentation and clear processes help a community handle difficult issues in a structured and defensible way.

Why the Right Owners Association Management Partner Matters

Managing a jointly owned property is different from managing a single home or unit. The focus sits on shared assets, collective owner interests, community operations, governance and regulatory compliance, all at the same time.

OneCM brings these areas together under one management structure. From financial administration and service charges to facilities, regulatory compliance, owner communication and governance support, we help communities manage the full weight of responsibility that comes with jointly owned property in Dubai.

For owners, effective management means the right processes are in place to run common areas, community finances and shared responsibilities properly. For the community, it means experienced support handling the administrative and operational work that keeps everything running.
